DOE offers conditional $4.2 billion loan commitment for Vistra nuclear uprates in Pennsylvania and Ohio
DOE's Office of Energy Dominance Financing announced on October 5, 2026 a conditional loan commitment of up to $4.2 billion for uprates and modernization across Vistra's nuclear fleet, covering Beaver Valley (Pennsylvania) and Davis-Besse and Perry (Ohio). DOE says the projects will preserve nearly 4 GW of baseload power and add 433 MW of new nuclear capacity, supporting plant operation for an additional 20 years beyond existing licenses. The commitment is conditional: Vistra must satisfy technical, legal, environmental, and financial conditions before definitive documents are signed and the loan is funded.
Added nuclear output and extended plant lives in the 13-state PJM region could ease supply constraints for data center builders and AI strategy leads, though the loan is not yet finalized and no timeline for new capacity is given.
