FERC declines to let ComEd cancel its grid agreement for a 1.8 GW Joliet data center
ComEd sought to terminate a transmission security agreement with PowerHouse Hillwood's $20B, 1.8 GW campus in Joliet, Illinois. FERC declined to intervene, leaving the dispute in federal court. The developer had met its initial credit requirement with a $1 letter of credit, which Commissioner LaCerte called "an embarrassing legal fiction." FERC directed grid operators to develop standard cost-recovery agreements for large loads by mid-November.
